• Run “outlook /safe” to launch Outlook in Safe Mode

If none of these solutions work, the following may help:

(Assuming C: is your System Drive)

• Close Outlook
• Open the location C:Program FilesCommon FilesSystemMSMAPI1033
• Rename mapisvc.inf to mapisvc.inf.old
• Open the location C:WindowsSystem32
• Rename mapisvc.inf to mapisvc.inf.old
• Open Outlook

Your missing buttons will be present (and the mapisvc.inf files will be recreated)
